Die koop van 'n erf in Kleine Kuppe deur 'n privaatverdrag, sal na die ministerie van stedelike en landelike ontwikkeling verwys word vir 'n besluit, ná verskeie besware aangeteken is en omdat die ooreenkoms goedgekeur is sonder 'n verkoopsprys.

Die toekenning van erf 174 aan ene Selma Alfeus is op 24 November 2016 sonder 'n verkoopsprys in plaaslike media geadverteer vir enige openbare beswaar. Hoewel die verkoopsprys op 22 November 2016 bekend was, is 'n regstelling nie gemaak nie.

Die bestaande waardasie van N$1 378 000 was destyds ook nog nie deur die stadsraad goedgekeur nie.

Altesame ses besware is oor die verkoop aangeteken. Een van die besware is dat 'n verdrag in 'n welgestelde buurt toegeken is ten spyte daarvan dat die stadsraad volhou dat grond op privaatverdrag net in lae inkomste gebiede beskikbaar is.

Aldus die munisipaliteit is grond in middel- tot hoë inkomste gebiede net op tender te koop.

Al ses beswaarmakers het aangevoer dat voortrekkery en onregverdige praktyke 'n rol in die toekenning van die eiendom gespeel het.

“Daar word aangevoer dat mense wat goed verbind en verwant is aan die beamptes van die stadsraad grond deur privaatverdrag ontvang,” lui 'n munisipale dokument.

Aansoeke vir die koop van hierdie erf is in Maart 2014 en weer in November 2014 ontvang, waarna daar vir belangstellende kopers gesê is die erf gaan op 'n aanbod-om-koop metode verkoop word tensy die stadsraad besluit om dit deur 'n ander verkoopmetode te verkoop.

Gegewe hierdie geval wat reeds jare neem om te finaliseer, is raadslid Jospeh Kauandenge van mening die implementering van interne prosesse binne die stadsraad is té omslagtig.

“Daar is 'n behoefte om ons interne prosesse te herstel, want teen die tyd wat ons termyn as raadslede verstryk, gaan ons besef dat niks gedoen is om 'n impak op ons stad se mense te maak nie.”

Hy het tydens verlede week se stadsraadvergadering gesê dat die munisipaliteit se bestaande stelsel voortuitgang in die lewering van dienste belemmer en dat dit as 'n saak van dringendheid reggestel moet word.

In die dokument van die stadsraad word voorgestel dat die besware weer aangeteken moet word en dat die saak na die ministerie van stedelike en landelike ontwikkelig verwys moet word.
