Resolusies aanvaar

Elvira Hattingh - Die grondkonferensie het Vrydagaand afgesluit met pres. Hage Geingob wat Namibiërs die versekering gegee het dat merkwaardige veranderinge in grondhervorming voorts gesien sal word.

Die eerste minister, Saara Kuugongelwa-Amadhila, het verduidelik dat die resolusies voorts deur die regering vir implementering binne die toepaslike wetsraamwerk en beleide oorweeg sal word, met die versekering dat Namibiërs ’n merkwaardige verandering hierna sál sien.

Die resolusies het altesaam aanvanklik oor 49 bladsye gestrek. Hoewel slegs enkeles hieronder genoem word, sal die volledige resolusies binne dae op die ministerie van grondhervorming se webblad gepubliseer word.

Kommersiële grond

Die resolusies sluit onder andere in dat die vrywillige verkoper, vrywillige koper-beginsel opgeskort en vervang word, terwyl ’n eenvormige, nasionale waardasiemodel ontwikkel word om realistiese grondpryse te verseker. Net een plaas per Namibiër met die grootte van plase wat deur ’n individu besit word, moet gereguleer word, terwyl landbougrond wat in buitelanders se besit is of onderbenut word, onteien word.

Kommunale grond

Die geleidelike verwydering van die veterinêre kordonheining is aanbeveel, asook dat abbatoirs in kommunale gebiede opgeknap word, terwyl die boete vir onwettige heinings binne kommunale gebiede verhoog.

Die regering moet ’n databasis ontwikkel van diegene wat oor grond beskik om te vermy dat enkeles grond op verskeie plekke het. Boonop moet maatreëls ingestel word sodat mense nie dubbele weidingsregte in kommunale en kommersiële gebiede het nie.

Die San-gemeenskap moet binne nasionale wildparke regte kry om vir eie gebruik van die wild gebruik te maak, terwyl plase naby aan die Etosha Nasionale Park vir die hervestiging van die Hai//om-gemeenskap verkry moet word.

Dorpsgebied

Minstens 300 000 huise of wooneenhede moet binne die volgende 7 jaar gebou word, en gedeeltelik gedienste erwe moet verkoop word met dienste wat later bygevoeg kan word.

Onder andere moet bouregulasies aanpasbaar wees sodat mense stuk-stuk kan bou, en ook hersien word sodat standaarde vir boumateriaal meer buigsaam is en lae-koste energie vir lae-inkomste huishoudings oorweeg kan word.

Voorvaderlige grondregte

’n Gemeenskaplike begrip of konsensus oor wat voorvaderlike grond is, moet bereik word. Boonop moet alternatiewe maniere idenfiseer word om vir verlore grond te kompenseer, sosiale gelykheid te bevorder en die ekonomiese bemagtiging van geraakte gemeenskappe te verseker.
