According to a progress update presented at the City of Windhoek Council meeting on 29 October 2026, five developers involved in selected township development projects have expressed willingness to pursue early exit arrangements under Public-Private Partnership (PPP) agreements.

The initiative follows Council Resolution 161/07/2023, which authorised negotiations for early exit arrangements as a way of accelerating township development, improving land delivery and reducing the City's exposure to risks associated with delayed project implementation.

Under the proposed arrangements, developers may acquire qualifying land subject to agreed conditions, including approved subdivision layouts, environmental requirements, valuations and payment arrangements. The agreements also provide for development to commence within two years of the relevant addendum being concluded. Importantly, land reserved for public open spaces, municipal purposes, streets and other designated public uses will remain the property of the City. The arrangements are intended to enable developers to proceed with projects as private developments while ensuring that the City's interests and service-delivery responsibilities are protected through appropriate agreements.

Once fully implemented, the early-exit land sales have the potential to generate more than N$100 million in revenue for the City.
