Havana extensions set for development
Residents of Havana Extensions 8 and 11 are set to benefit from improved access to essential services and affordable housing as plans to formalise the areas progress. During a community engagement held on Sunday, residents received updates on the Informal Settlements Upgrading Project, which aims to provide electricity, water, sewerage and road infrastructure, while creating opportunities for secure land tenure and homeownership.
Electricity infrastructure has already been installed in parts of Extension 8, marking progress towards the development of the area.
Land servicing in Extension 8 is expected to begin in March 2027 and be completed in 2028. Work in Extension 11 is scheduled to run from September 2027 to September 2028. Housing development will follow once the land servicing has been completed. The project is being implemented through a partnership between the City of Windhoek, the National Housing Enterprise (NHE) and the Ministry of Urban and Rural Development (MURD).
Once the project progresses to the housing phase, residents will have the option of building their own homes or participating in an affordable housing programme. The initiative is also expected to create employment opportunities for community members during its implementation.
The engagement gave residents an opportunity to seek clarity on the planned developments and implementation timelines. The project forms part of broader efforts to formalise informal settlements and establish sustainable, serviced communities in line with the goals of the Sixth National Development Plan (NDP6).
