N$834 million in development funds unspent
The government left approximately N$833.8 million of its revised development budget unspent in the 2025/26 financial year, with overall budget execution declining compared with the previous year, according to the Consolidated Accountability Report for 2025/26. The report shows that government spent N$7.74 billion of its revised development budget of N$8.58 billion, leaving nearly N$834 million unspent.
Development budget execution stood at 90.3% in 2025/26, down from 92.7% in 2024/25, indicating a decline in the proportion of allocated development funding spent during the financial year. The figures raise questions about the implementation of government-funded development projects and the reasons a substantial portion of the revised budget was not spent. The report’s figures establish the scale of the underspending but do not, on their own, identify which projects accounted for the largest unspent amounts or explain the reasons for the shortfall.
A breakdown of the unspent allocations by ministry, project and location would help establish where implementation fell short and whether the funding was affected by procurement delays, capacity constraints or changes to project schedules. The decline in the execution rate from 92.7% to 90.3% further raises questions about the factors behind the lower spending performance and what measures are being taken to improve implementation.
