NLCC returns for third edition, putting offshore technology in focus
The Namibia Local Content Conference & Exhibition (NLCC) returns to Windhoek from 19–21 October 2026 for its third edition at NIPAM. It will bring together government, industry leaders, investors, technology innovators, local businesses, and other stakeholders to strengthen Namibia’s local content agenda.
The five-day conference will take place under the theme, “Offshore Technology as a Pathway to Securing Namibia’s Local Content Development.” The conference comes at a significant time for Namibia’s energy sector, as the country continues to position itself for increased investment and development across oil, gas, and other emerging energy industries. NLCC 2026 will focus on how technology, innovation, skills development, and stronger local supply chains can help ensure that Namibian businesses and professionals are positioned to participate meaningfully in this growth. The NLCC was first introduced in 2024 in Lüderitz, creating a platform for stakeholders to discuss how Namibia could increase local participation in its emerging oil and gas industry. The second edition took place in Swakopmund in 2025 and expanded the conversation around local content, in-country value, skills development, and inclusive economic participation.
Now in its third edition, the conference continues to build on this platform by placing greater emphasis on the role of offshore technology in supporting local content development. Maria Mbudhi, Founder and CEO of Antila and Convener of the Namibia Local Content Conference, said: “The third edition of the Namibia Local Content Conference comes at a pivotal moment as Namibia gears towards the implementation of the recently cabinet-approved National Upstream Petroleum Local Content Policy. With FID on the immediate horizon, our collective focus as an industry is shifting from attracting investment to ensuring Namibian businesses, professionals, and innovators are ready to participate in the opportunities the subsequent developments will create. This year, we want to deepen the conversation around technology innovation, environmental stewardship and partnerships that strengthen local capacity to ensure Namibia’s economic development isn’t myopic.”
The 2026 conference is convened by Antila Oil and Gas, in strategic institutional partnership with the Namibia Chamber of Commerce and Industry (NCCI), Namibia Investment Promotion and Development Board (NIPDB), under the patronage of Mr. Carlo McLeod, Special Presidential Advisor and Deputy Head of the Upstream Petroleum Unit in the Presidency. NLCC’s global knowledge partners are the Centre for Local Content Solution (CLC Solution), the Africa Energy Technology Centre (AETC), and Above Ground Advisory. Together, the organizations bring expertise across local content, investment, energy technology, oil and gas infrastructure, and the broader extractive industries to support meaningful local participation and in-country value creation.
The organizers are encouraging businesses, industry professionals, investors, entrepreneurs, government representatives, and other stakeholders to register and participate in this year’s programme taking place at the Namibia Institute of Public Administration and Management (NIPAM), Olympia, Windhoek.
