Rehoboth Town Council is considering the sale of 56 hectares of unserviced municipal land along the B1 road to Tothrip Rio Golf Estate CC for N$1.68 million, following a reduction in the size of an earlier proposed land transaction.

The proposed sale, at N$30,000 per hectare, follows a previous council resolution adopted on 30 October 2025, which approved the sale of 124 hectares of land to the developer. However, a feasibility study found that approximately 68 hectares of the originally proposed land formed part of a borrow pit and was situated near a dumping site, raising safety concerns about its suitability for the intended development.

As a result, the developer requested that the original resolution be rescinded and replaced with a revised proposal covering only 56 hectares. Under the revised proposal, the land would be sold in its current, unserviced condition, with the developer responsible for all costs associated with municipal infrastructure, town planning, cadastral procedures, surveys and the registration of the new township. The developer will also be required to undertake the necessary town planning processes and an environmental impact assessment in accordance with the Urban and Regional Planning Act of 2018 and the Environmental Management Act of 2007.

The proposed transaction further requires the developer to settle the outstanding balance before ministerial approval is requested, with the remaining payment to be made upon transfer. Council also proposed establishing a steering committee comprising representatives from the municipality and the developer's professional team to oversee the project's implementation. The sale and transfer will be subject to advertisement and ministerial approval, while the standard conditions contained in the deed of sale will remain applicable.
