From commitments to jobs
President Dr Netumbo Nandi-Ndaitwah deserves credit for placing jobs, investment, value addition and structural transformation at the heart of Namibia's development agenda. Her insistence that the mining industry move past declarations of intent and begin delivering measurable outcomes is timely and, frankly, overdue.
The commitment secured through the Namibia Public-Private Forum, more than 18 000 direct jobs and roughly US$2.865 billion in new investment, is substantial. Realised in full, it would represent one of the more consequential private-sector contributions to Namibian economic transformation in a generation. R&J Steytler Management Consultants welcomes the President's resolve to convert the country's mineral endowment into broader, more diffuse prosperity.
Yet a distinction is being lost in the current conversation, and it matters more than the headline figures suggest.
Investment is not summoned by declaration; employment is not conjured by target-setting.
Both emerge from the accumulated, unglamorous calculations of firms deciding whether Namibia offers a sufficiently attractive, predictable and competitive environment in which to commit capital. Strip away the political theatre and what remains is arithmetic: expected returns weighed against perceived risk, over a horizon measured in years rather than election cycles.
This is where Namibia's economic conversation needs to grow more honest with itself.
An incomplete equation
Mining will anchor the Namibian economy for the foreseeable future. It generates exports, fiscal revenue, foreign exchange, and technical capability on which much else depends; on this point, there should be little disagreement. The President is right to press the industry harder.
But responsibility for delivering 18 000 jobs and billions in fresh investment cannot rest with mining companies alone. Development economists have long recognised that private investment responds to the institutional and regulatory environment as much as to resource endowment.
