Govt tightens public hiring

The government has frozen the recruitment of non-critical public service positions as it seeks to contain spending amid weak projected economic growth and lower revenue collections.


Prime Minister Tjitunga Elijah Ngurare told the National Assembly on Thursday that recruitment would continue for critical positions in health and education, while ministries can still fill positions that were previously approved or became vacant through resignations, promotions, retirements and other staff movements.


But the Prime Minister also pushed back against the idea that government should carry the burden of job creation alone.

He argued that state-owned enterprises and the private sector must play a greater role in creating employment, telling MPs that job creation is a “shared responsibility” across the economy.


The move highlights the tension facing Namibia: government needs to contain its wage and employment bill, while the economy must create more jobs outside the public sector to absorb a growing working-age population.
